We have designed energy efficiency and demand response programs, and provided independent assessments of program plans for two decades. We have helped clients assess the viability of various program concepts using lessons from other jurisdictions and from our own practice.
Studies Conducted
Illinois Department of Commerce and Economic Opportunity. Participated in the early development of the Smart Energy Design Assistance Center that offers programs and training to encourage building owners in Illinois to incorporate meaningful sustainable building goals early in building design process.
Pennsylvania Sustainable Energy Trust. Provided an independent analysis of an energy efficiency plan submitted to the Pennsylvania PUC. Analyzed the utility’s use of the total resource cost test and the implications of its use in decisions about which programs to fund and which measures to include in its resource portfolio.
Union Fenosa. Participated in the design of a geothermal heat pump program under subcontract to 360 Energy Group, resulting in the installation of 5,000 geoexchange systems in Spanish hospitals, retirement homes and municipal buildings over five years.
Connecticut Municipal Electric Energy Cooperative. Participated in an analysis of CMEEC’s energy efficiency program portfolio.
Utility Client. Examined Pennsylvania’s Act 129 programs, including the allocation of resources between programs and variations in performance.
Missouri Department of Natural Resources. Provided consulting support to pre-qualify and recruit customers into a statewide energy efficiency program.
Southern California Edison. Program director responsible for the design and implementation of two programs, one offering direct incentives for geothermal systems at schools in low income neighborhoods and the other targeted the convenience store and service station market.
Northeast Utilities. Examined the potential of an interactive energy solution to detect energy and demand savings potential in buildings and to manage loads.
