Policy Analysis

We can help your organization shape and anticipate energy policy, as well as implement strategies to seize advantage through better preparation and early action. We assist utilities, government and other stakeholders in an assortment of policy-related activities. These are designed to advance technologies and activities that contribute to greater energy efficiency, more demand response capabilities, improved measurement and verification of savings and reduced carbon emissions.

Regional Greenhouse Gas Initiative. We conducted a study for El Paso Pipeline of the Regional Greenhouse Gas Initiative, under subcontract to MGALLC.

FERC/NAESB Standards Development. We supported Southern California Edison in crafting new measurement and verification protocols for demand response and energy efficiency resources through participation in the North American Energy Standards Board subcommittees and four special topic working groups.

Department of Energy, Environmental Protection Agency, Department of Transportation. We assisted Cambridge Systematics in an examination of how market-based policy initiatives, such as a road pricing strategy, could be used to reduce vehicle use and emissions.

Connecticut Legislative Task Force. We provided consulting support to MGALLC who was retained for lead negotiations for a state electric deregulation initiative that was subsequently enacted.

Energy Future Holdings. We participated in a policy analysis of different forms of regulatory incentives, under subcontract to MGALLC, to promote energy efficiency, load management and advanced technology.

Massachusetts Department of Energy Resources. We organized and drafted a proposal that DOER submitted to the U.S. Department of Energy for an energy efficiency and conservation block for a state retrofit program.

Edison Electric Institute. We provided input into development of a set of principles for evaluating future changes in appliance efficiency standards, including analysis of site versus source emissions.

New York City Economic Development Corporation. We participated in the development of a traffic congestion mitigation plan that included a fee for vehicles entering New York City.

Massachusetts Technology Council. We contributed to an analysis of funding options for energy efficiency and renewable energy through system benefit charges.

Edison Electric Institute. We participated in the development of two white papers for EEI on issues related to electric industry deregulation.

Maryland Energy Administration. We provided testimony supporting geothermal pumps for a senator on the Health and Environmental Affairs Committee.
